Constitutionalism in the past 30 years

Government departments in the Northern Cape owe Kimberley based Sol Plaatje Municipality over 700 million-Rand on rates and taxes. The departments, businesses and residents collectively owe over 3.8 billion-Rand. Over the weekend the municipality blocked electricity meters of indebted residents, a decision that has since been rescinded following threats of violence. Premier Zamani Saul has called on departments to act ethically and pay their debt. The municipality has also been in the news over water shortages and other service delivery issue. Residential rental properties are experiencing their lowest vacancy rate since 2016 currently sitting at 4,42%. This is according to the TPN Credit Bureau and the latest Vacancy Survey report for the first quarter of 2024. The survey measures the number of sectional- and full-title residential units across the country. The report has outlined that due to the high interest rates over the past 18 months, many people are renting properties over a longer period of time as home ownership remains out of reach. While low vacancy rates are good for property owners and investors, our next guest warns that landlords should be mindful of constrained budgets and caution against changing the rental value band of properties as it may lead to tenants defaulting on their obligations. NGOs are raising their concerns over the South African Social Security Agency’s (SASSA) new identification verification process. We have received complaints from recipients of the Social Relief of Distress (SRD) grant that they can’t access their grants because of a new process. On the other hand, SASSA says that they are doing this to prevent fraud. They go on to say that they have received high volumes of fraud with the R370-a-month grant.
