Governor Gavin Newsom's executive order directing California cities to ramp up efforts to clear large homeless encampments sounds forceful ... 

But how much power does the governor really have to force mayors and county supervisors to clean up those encampments. 

KNX News chief correspondent Charles Feldman called up Adam Murray, CEO of the Inner City Law Center here in Los Angeles.

The June Supreme Court ruling stated that it was NOT cruel and unusual punishment for cities to clear away homeless encampments, even if they could not offer beds and shelters for the people living in the camps.
