As the search for 84-year-old Nancy Guthrie enters a critical phase, investigators are navigating a case that experts describe as an anomaly for both its profile and its peculiar evidence. 

The lawsuit filed by The Alliance for Constitutional Sex Offense Laws, Inc. on Jan. 26 in Fresno County Superior Court, claims the ordinance adopted on Jan. 6 by the Board of Supervisors is “in plain violation of the California Constitution and the jurisdictional limits on local government.”
