Major Terry Slatic takes a look at literacy rates arcoss the nation. Low literacy remains a major crisis in the U.S., with more than 60% of prison inmates and 85% of juveniles in the court system classified as functionally illiterate, according to national data. The Department of Justice says reading failure is directly linked to crime, while studies show literacy education can cut reoffending rates from 70% to 16%, saving taxpayers millions each year.
