A lawsuit filed by Fresno County against the State of California over legislation affecting Measure C is temporarily without a judge after both sides successfully requested the removal of judges assigned to the case. 

Newsom is pushing for major changes to California's wildfire liability system to prevent a single disaster from draining the state's wildfire fund. His proposal would cap utility access to the fund, restrict some future payouts, and limit insurance-company recovery efforts, while also increasing penalties for utilities responsible for wildfires. The plan remains under negotiation and faces significant opposition from some fire victims and lawmakers.
