The California Department of Motor Vehicles (DMV) has admitted to unlawfully issuing approximately 17,000 non-domiciled Commercial Driver’s Licenses (CDLs) to foreign nationals, U.S. Department of Transportation (DOT) Secretary Sean Duffy.
