Tropical Storm Lala is approaching the state, and it's predicted to become a hurricane as it gets closer to Hawaii Island. The governor has signed an emergency proclamation, declaring a state of emergency ahead of the threat. And residents on Oahu's North Shore, who are still dealing with the impacts from the Kona Lows back in March, brace for Lala.
