The Port Elizabeth harbour in the Eastern Cape is the first in South Africa to receive a 150-million rand state-of the-art tug boat as part of a special 1-point-4 billion rand Transnet National Ports Authority programme. On Friday, Project Phakisa which forms part of the National Development Plan, will come under the spot light.
