President Trump told reporters in the Oval Office that a small percentage of repeat offenders are responsible for the vast majority of crime in Washington, D.C., claiming that roughly 2% of criminals commit 90% of offenses. He also pointed to World Cup matches as evidence that heightened security works, saying there were no significant protests and that crime around the events was “virtually nothing.”
