The original title for the ballot was: "ESTABLISHES ADDITIONAL VOTER IDENTIFICATION AND CITIZENSHIP VERIFICATION REQUIREMENTS. INITIATIVE CONSTITUTIONAL AMENDMENT." (Sept. 19, 2025). On July 21st, the title was changed to: "PROHIBITS CITIZENS FROM VOTING UNLESS THEY PRESENT GOVERNMENT-ISSUED IDENTIFICATION. INITIATIVE CONSTITUTIONAL AMENDMENT." Tangipa argues the new wording unfairly reframes the measure.
