Who pays the electricians call-out fee? The landlord or tenant??

Kenneth says his tenant called him in a panic because her unit was the only one without electricity. Trying to be a good landlord, he immediately called an electrician who charged a R1,250 call-out fee.

But before the electrician could even attend to the problem, the tenant called back to say she had figured it out: the DB board had tripped, and her electricity was back on.

Now Kenneth has told her that if the electrician won't refund the call-out fee, she needs to pay the R1,250. But she refuses, saying the fee isn't her responsibility.

So, who's wrong here? Should the landlord absorb the cost because it was his responsibility to sort out the electricity or should the tenant pay because the electrician was called out unnecessarily?
