A proposed high-speed rail line between Quebec City and Toronto could cost billions more than the federal government’s original estimate. That’s according to a new report from Canada’s Parliamentary Budget Officer. The PBO’s report estimates that the project will cost between $75 billion to $113 billion, compared with the government’s prior estimate of $60 billion to $90 billion. Among the largest cost drivers is a proposed 15-kilometre tunnel into Montreal. And factoring that tunnel between Montreal and Laval, the PBO’s calculation includes 7 stops. However, Kingston is not one of them, and they are currently under consideration by Alto. If they are added to the list of stops, that’s another 50 kilometres to the track, and that would drive up costs significantly.
