The new Shelby County Property Assessor painted a very dire picture of the county’s tax base. He says most of the downtown high-rises are empty, thousands of citizens have fled the city and even hotels are shuttering - which has to raise eyebrows seeing how City Hall spent more than $20 million to purchase the dilapidated downtown Sheraton.
