The Victorian premier is being accused of only governing for Melbourne, and forgetting about regional areas.
Vanuatu has had a proposal with the Andrews Government since October, for seasonal workers to assist the state's farmers with their harvest.
Similar programs have been in operation in the Northern Territory and Queensland since September.
Victoria alone is expected to be 26,000 workers short by March.
