Joyce Chester is the president and CEO of Chester County OIC, a non-profit organization that is dedicated to providing FREE adult basic literacy education and life skills programs that prepare individuals for employment leading to economic self-sufficiency. Joyce oversees the agency’s programs, personnel, financial affairs, and policy implementation. She also participates with the Board of Directors in the development of policies and programs, and represents the agency in public forums, advisory groups and outreach activities.
