Residents of Nelson Mandela Bay in the Eastern Cape have expressed frustration following the municipality's decision to spend 235-thousand rand on a State of the Metro Address event that was held in Despatch on Thursday evening. The event has come under scrutiny amid ongoing water and electricity disruptions, ageing infrastructure and other service-delivery challenges.
