Associate Professor Cymie Payne, from the Department of Human Ecology at Rutgers University and the School of Law-Camden, and Professor Erin Ryan, Associate Dean of Environmental Programs from the College of Law at Florida State University - share their insights on negotiations that led up to the historic UN High Seas Treaty, challenges in policing such an agreement as countries grapple to find common ground, and what this all means for marine life in our high seas.
