When Lou managed to get animal control to the neighbor's home, the officer was not happy with the neglectful dog owner, who was at home but unaware that the tethered dog was in distress. If Lou had removed the dog without the neighbor’s knowledge from their private property, he could have been charged with theft. The dog was hopping around on three legs and crying all night as its one leg remained tangled up in the leash — what would you do in that situation!
