Metropolitan Police Department Chief Pamela Smith pressured lower ranking commanders to produce lower crime statistics and created a culture of fear and punished officers who did not follow her commands, the House Oversight Committee revealed in a new report.  

Broken down into percentages, the FBI’s data indicated 4.4% of active shooters were impeded by armed citizens, while the CPRC found it to be the much more compelling 14.6%.
