Expert weighs in on what leaders can do if hate speech disrupts public meetings

In recent years, there's been an alarming number of people attending city council meetings, whether online or in person, just to spew hate speech.  

This certainly was the case last night when a neo-Nazi showed face at a Walnut Creek City Council meeting to deliver a racist and antisemitic rant during the public comment period. 

To understand what cities can do to properly handle these situations, KCBS Radio news anchors Patti Reising and Bret Burkhart spoke to Richard Epstein, senior fellow at Stanford University's Hoover Institution.
