Mr. Hughes was a prime sponsor of House Joint Resolution 5003 during the 2025 legislative session. HJR 5003 passed the House and Senate overwhelmingly. HJR 5003 is now Amendment L on the ballot in the November general election. He is part of a working group of South Dakota supporters and organizations that are supporters of Amendment L.

This is entirely a grass roots effort of South Dakotans.
