State Sen. Louis P. DiPalma (D-Middletown) discusses the license plate reissuance bill he is sponsoring that would increase the Division of Motor Vehicles’ fee for a fully reflective plate from $6 to $15. DiPalma says between 3% and 5% of all vehicles on the road carry plates not registered to them. Under the proposal plates would be issued on a monthly basis over the next two years beginning Dec. 1, 2019, when the vehicle’s registration comes due.
