Governor Gavin Newsom’s diaper plan called “Golden State Start” provides 400 free diapers to every newborn in participating California hospitals. The program costs $20 million for 40 million diapers. Critics say the state is effectively paying about 50 cents per diaper, while bulk retail prices are closer to 12–16 cents per diaper, making the program 3–4× more expensive than buying directly at stores.
