A Huntington Beach man is facing a felony vehicular manslaughter charge after prosecutors say he allowed 20-year-old surfer Kolby Aipa to “car surf” on an e-bike while holding onto his pickup truck at speeds exceeding 50 mph. Aipa lost control and suffered fatal injuries. Now the debate: is prosecuting the driver making the community safer, or is this a tragic accident that already carries a lifetime consequence?
