California’s top‑two primary system means only the two highest vote‑getters advance to November, regardless of party. With 10 candidates on the ballot — 8 Democrats and 2 Republicans — the Democratic vote could split into small fragments, creating a real chance that both Republicans finish ahead of any single Democrat. Democratic leaders have publicly warned that the crowded field could “carve up” the vote and allow an all‑GOP general election, a scenario they tried unsuccessfully to prevent before the filing deadline closed.
