The South African Human Rights Commission (SAHRC) has released it's investigative report into the deaths of 21 people at the Enyobeni Tavern in the Eastern Cape province.
The commission has found that inadequate enforcement of liquor regulations by the Eastern Cape Liquor Board - and police failure to address community complaints contributed to the tragedy. An inquest into the cause of the teenagers' deaths is set to be heard in court in May.
