Ottawa’s new Central Library is at least a year behind schedule, nearly double its original budget, and currently standing at $352 million. City Council approved $11.5 million to the city’s share of the Adisoke Library this week. However, the city and contractor appear at odds over what – and who – is to blame. How often are projects of this magnitude delayed or over budget, and why? Michael Valo is a prominent Canadian construction lawyer and partner at Glaholt Bowles LLP.
