Earlier this month, Police Minister Dan Purdie moved to outlaw the three-strike policy, cracking down on what they call a gateway to addiction and criminal offending.
The changes would mean only first-time offenders would be referred to a drug diversion program, while further offending would incur fines or criminal charges.
