The chief judge presiding over five Central Illinois counties plans to retire this year. Casey Costigan is a Bloomington-Normal native who has served on the bench in McLean County since 2006. He was appointed in 2022 as chief judge of the 11th Judicial Circuit, encompassing McLean, Livingston, Logan, Woodford and Ford counties.
