Rates across Wellington City have been forecast to rise around 12.8 percent, with the council blaming  inflation, under investment, higher debt repayment and insurance costs.

Rates are based on a property's independent value, determined every three years.

However Tommy's Real Estate Sales Director Nicki Cruickshank says a blanket approach is more common than people think.
