Chula Vista Elementary School District trustees Francisco Tamayo and Lucy Ugarte allegedly ‘conspired’ to take control of the district’s school board by ousting a Democratic board member they disliked and replacing her with an ally. The maneuver resulted in a Republican being appointed to the board. Now, Tamayo and Ugarte face a possible censure from their political party.
