The African National Congress' failure to manage elite contestation within its ranks since 2007 has seen tensions spilling out, often as 'service delivery' protests. That's according to the study by the Institute for Security Studies and the Government and Public Policy think tank. It says President Cyril Ramaphosa lacks the authority within the ANC to contain growing civil unrest as its competing factions vie for influence, positions, state contracts and dwindling resources. The City of Johannesburg has reiterated that the sheriff of the court has no legal authority to effect a warrant of arrest, saying that it is sorely the responsibility of the South African Police Service (SAPS). This follows an attempt by the sheriff to enforce a warrant of arrest against Johannesburg City Manager, Floyd Brink, at his residence in Roodepoort, Johannesburg. As South Africa marks 30 years of Democracy, SABC News is gearing up to launch a programme dedicated to marking this important milestone. In the build-up to the launch of SABC News' Democracy 30 Project on the 26th of April, Update@Noon zooms in on the Boipatong Massacre which is widely regarded as a key moment in South Africa's transition to democracy. The massacre is also frequently cited as an example of the state's complicity in the political violence that shook the country during a period of negotiations and reform. Following the harrowing massacre, the African National Congress announced its sudden withdrawal from the talks with the white-controlled government. The ANC accused the then government of a systematic campaign to subvert democracy through violence. In this SABC News ' extract, then ANC leader, Nelson Mandela addressed members of the media where he revealed that the party had issued several demands, including an international inquiry into the massacre.

The Financial Sector Conduct Authority says about 4 000 employers have been failing to pay the retirement contributions of workers. According to the FSCA, approximately R7 billion in contributions remain unpaid, with companies lagging between 5 months and 252 months (21 years) in outstanding payments , and the figure covers the period up until July last year. Sakina Kamwendo spoke to Retirement Funds Conduct Supervision Manager at FSCA, Takalani Lukhaimane.
