Former President Thabo Mbeki has dismissed claims of secret meetings with apartheid-era generals to secure their amnesty, calling them fabrications. Testifying before the TRC Cases Inquiry, Mbeki says the generals raised concerns about foot soldiers taking responsibility for crimes without political leaders accounting for the decisions behind them. He says the ANC leadership subsequently approached the Amnesty Committee to lead by example and encourage National Party leaders and security officials to account for their roles in apartheid-era crimes.
