The South African Human Right Commission has found that fundamental human rights were violated in the Enyobeni tavern tragedy which claimed the lives of 21 teenagers at Scenery Park, just outside East London in the Eastern Cape. The commission has fingered the Buffalo City Metro together with the province's Liquor Board including the local police, the health and social departments with the department of Trade and Industry. The Enyobeni tragedy involved victims aged between 14 and 20 years who died while celebrating their end of year exams. Owners of the tavern, Siyakhangela and Vuyokazi Ndevu have already been found guilty, of selling alcohol to minors and have been given a five-thounsand rand fine each or a hundred days in prison. Reading out the report, Commissioner Berlinda Kwinana had the following to say.
