The Congress of South African Trade Unions says while it welcomes National Treasury's new Eskom debt relief measures for 165 municipalities, more measures need to be put in place to ensure that residents pay for electricity. The programme will result in the bail out of over half of the country's municipalities if the commit to dealing with residents who refuse to pay for services like electricity and installing smart meters, among other conditions. Collectively, the country's 257 municipalities owe Eskom over R56-billion. Sakina Kamwendo spoke to Cosatu parliamentary co-cordinator, Matthew Parks.
