A report by the Commission For The Promotion And Protection Of The Rights Of Cultural, Religious And Linguistic Communities has found that while most government departments have adopted two or three official languages as per the language act, English is still predominantly used. The dominance of the English language has come at the expense of other official languages. The report also found that the Western Cape Department of Cultural Affairs and Recreation; and the Department of Basic Education are the only two departments that have Monitoring and Reporting Systems on Use of Official Language. The commission recently randomly picked and invited 16 organs of state to share with it what they are doing to promote and equitable use of all official languages.
