A report has found instability at our only WA juvenile detention centre with affected proper delivery of education services. The Office of the Inspector of Custodial Services report, released yesterday, found education was "one of the biggest casualties" of a lack of strategic direction at the Banksia Hill Juvenile Detention Centre.
