Noteworthy news for today: Title 42 permits the US to expel migrants on public health reasons, and expires May 11 – as Biden ends pandemic “emergency”;  Transportation Sec Pete Buttigieg proposed new rules that airlines will have to reimburse customers who incur hotel, meal, transportation expenses due to certain delayed and canceled flights;  Several California cities are still enforcing laws that protect tenants from eviction or rent increases, a pandemic-era policy amid layoffs, originally put in place to prevent spread of COVID.
