Hour 4 (10.20) Mayor Karen Bass tells John Kobylt that most of LA’s $1.3 billion homelessness budget isn’t city money, then spars with him over 110-year-old water pipes two weeks before her runoff.

9:05 Bass says the “smallest amount” of the city’s roughly $1.3 billion homelessness budget comes from the general fund, and federal and state money makes up the majority. She contrasts that with [the $800 million item], which she says is “100% from the general fund.”

9:20 Bass answers for the January 7, 2025 fires: the Palisades fire, the city’s response and where rebuilding stands.

9:35 With the Nov. 3 runoff against Councilmember Nithya Raman close, Kobylt presses Bass on the issues voters will weigh in her bid for a second term.

9:50 Bass says the city now has its first comprehensive plan to fix the infrastructure under its streets, after years of “hit and miss” repairs. Kobylt mentions the water main that broke in front of his house last week. Bass points to the city’s 110-year-old pipes as proof the work wasn’t getting done. They run out of time mid-argument. “I like doing combat with you,” Bass says, and she agrees to come back for part two.
