INTRO: President Cyril Ramaphosa in his capacity as commander-in-chief of the SANDF, has instituted a panel to investigate the failure to observe his order last month. It relates to the Iranian navy not participating in the Chinese-led Exercise Will of Peace that took place in South African waters. The order came amid global concern about Tehran's crackdown on protests in the country. Justice Bernard Ngoepe will led the investigation which has one month to conclude its probe. The President's spokesperson Vincent Magwenya says the panel will have the powers to summon people and request documents. Meanwhile, there are also concerns that the president is establishing commissions, like Madlanga Commission, the Ad Hoc Committee, the Zondo Commission, Nkabinde Inquiry, almost everyday but their recommendations are not instituted or followed.
