The Independent Police Investigative Directorate has defended delays in arresting Mkhwanazi and other officials implicated in criminality. Mkhwanazi recently spent several days testifying before the Madlanga Commission, where allegations of a kidnapping and extortion racket within the metro police were heard, including claims that blue lights were fitted to private vehicles belonging to attempted murder accused Vusumuzi "Cat" Matlala and his business partner.However, police say the arrest is not linked to the IPID investigation or the commission.
