One of the proposals in the new Austin city budget would spend almost half a million on enhanced security at city libraries, the Downtown Austin Alliance says it's seen instances of pickpocketing has been cut in half after an increase in police presence downtown and the City of Austin is demanding that a federal grant of $50 million from FEMA be handed over after the grant program was ended a couple of months ago.
