State-owned entities and the question of accountability

Open Secrets has applied to the North Gauteng High Court to review the conduct of the Hawks and the National Prosecuting Authority during the decade-long investigation into corruption at the Passenger Rail Agency of South Africa (PRASA). The application asks the court to declare unlawful both the delay in finalising the investigations by the Hawks and the NPA, and the related failure by the NPA to decide whether to prosecute the perpetrators. This speaks to investigating and prosecuting corruption within a reasonable time.

Meanwhile, there is a broader discussion to be had on governance and the role of state-owned entity boards in putting these institutions into disrepute.
