Let’s take you to the Mamusa Local Municipality that is always in the news for all the wrong reasons. This time around ousted Speaker Gotsilekgosi Batsi is said to be holding parallel meetings with a few councilors which is in defiance of lawful meetings called by the municipality. This has also reportedly divided the council. Last month another story emerged that

an outgoing municipal manager appointed an official to act in his place without council authorisation after he resigned. In April the municipality was sitting with two municipal managers which contributed to dividing council. How does this municipality function and how is something like this allowed to happen?
