This was done in the context of an official White Paper released by the newly elected Nitish Kumar government on the 15-year-long Lalu Yadav-Rabri Devi regime. Anindo Banerjee, who is a Patna based researcher and public policy expert, was a part of it. He is currently the Head of Programme Initiatives at Praxis – Institute for Participatory Practices.
