Gov. Gavin Newsom was supposed to deliver his State of the State address on Monday, but he postponed it while he waits to see whether his ballot measure on mental health services passes.
Proposition 1 continues to lead by the narrowest of margins, less than two-tenths of one percent, with about a quarter million votes still to count.
