Published Sep 4, 2022, 11:00 PM

In the first of a four-part series about social housing, Rob sits down to speak with Neil Goodrich. Neil is a housing professional who has studied the subject of social housing for a decade. He works for a medium to large housing association in the Midlands, Southwest and East and is the former chair of the CIA´s futures board.

He and Rob discuss how the way regulations are changing is impacting the social housing sector.

KEY TAKEAWAYS

  • England, Northern Ireland, Scotland, and Wales all have separate legislative and regulatory housing bodies.
  • In England, housing associations were effectively self-governing, when it comes to consumer standards.
  • Around 2012, the capital budget for social housing was cut by 60%, yet they were told to build more houses. That meant the only option was to cut costs, which inevitably reduced standards.
  • There used to be one housing officer per 100/200 units. Now, it is one per 1,000/2,000, making it impossible to do the job properly.
  • There are promising changes in regulations coming that will tighten things up again.
  • Fines will no longer be capped.
  • Inspections for housing associations are back.
  • There will be a named individual responsible for health and safety.

BEST MOMENTS

‘I live, sleep, breathe social housing.

‘There are only some very specific instances whereby the regulator can actually intervene in a proactive manner.’

‘The drivers for social housing providers are cash and politics based, you do not operate in a vacuum.

‘There has been a significant recognition that change needs to happen.’
