South Africa is underestimating the true financial cost of delaying full cannabis regulation. While government projects a multibillion-rand industry, the absence of coordinated policy, infrastructure, accredited testing systems and banking access is preventing the sector from functioning properly. He warns
that licensing alone is not enough without a complete value chain. The result is lost investment, failed exports, job losses and reduced tax revenue, weakening South Africa’s potential cannabis economy.
