It's agreeing to all recommendations and priorities in the Infrastructure Commission's 30-year National Plan, with Opposition backing.
It includes a review of the Land Transport Fund and requires Crown entities to publish long-term investment plans.
Infrastructure Commission Chief Executive Geoff Cooper told Mike Hosking large projects are only getting more expensive.
He says our ambitions for transport infrastructure are large, the funding is narrow, and people often don't see the value.
