Recent years have seen a strain on the sector, with record demand after lockdowns.
An MBIE report shows consent numbers steadying.
But the Ministry's Combined Building Supplies Co-op Chairperson Carl Taylor told Mike Hosking that demand is affecting parts of the sector differently.
He says some large companies are struggling with sales, but smaller building operators are doing well.
